Setting Twitter and Facebook budget

I'm working for quite a big client who as told me to come up with a budget for social media marketing.
I've suggested a Hootsuite subscription, but I've not been given a figure. While there's definitely money to spend, I don't want to suggest something OTT. Some Googling suggested $2000 per month, but I still think that might be overkill.
We're really looking to promote community and stakeholder engagement actives, so I'll be making content around these topics, as well as sharing any media releases etc.
Some advice would be helpful!
