Low engagement on instagram

Hello everybody!
I have my photography page for like 1 month and i have very low engagement and likes
I usually get around 30-40 likes after 1 day and around 10 likes in the first hours and almost no comments at a page with 400 + followers
Is something i make wrong? I usually go to like others posts and let comments and i also use hastags (almost 30 per post) and i try to post 1 time a day because i dont have many photos to post 2-3 times a day...
I want to say more that im not interesting in paying for advertising
