Facebook Grey Accounts

Hello,
Does anyone have any experience with Grey Facebook accounts? I work for an ad agency and we have a business manager account with client pages underneath so we can run these individually with their own ads etc. (No problems there)
A new client I had requested Page access to wasn’t receiving the notification to grant us admin access so I logged in for them to take a look. I thought it would be a matter of creating a business account then linking the page and then us as an agency but I’d never seen a page like this before, with no newsfeed and other limited info. Facebook says it’s a page, with just over 200 likes, they can boost posts and when searching for it on FB it falls under the category of ‘Page’ But in Settings it almost looks like it’s a personal account with no options for adding/removing page roles etc and one shared login used.
When trying to set up the Facebook Business Account FB told me it looks like I’m trying to link a ‘grey account’ which has a shared login and not linked to a personal profile. Reading about it it looks like this account/page just have slipped through the cracks over the years in how it’s meant to be set up correctly in today’s standards.
Would anyone be able to give me advice on how this should be set up. Should I set up a brand new page? Then business acc then link it to us? Does this page/account need to be deleted?There doesn’t seem to be much I can do with the existing page/account.
