Anyone been unable to set up Business Manager before?

Context: A client has a Facebook page and frequently gives out personal details to allow people to access. Obviously this isn’t ideal so i’ve suggested setting up business manager. They struggled so i suggested i did this for them... now i’m scratching my head too.
I add in all details (whilst logged in as them) but when it comes to pressing the ‘submit’ button, it won’t do anything?!
Anyone come up against this before? I’m sure I’ve done everything i should but am totally perplexed. Without this i’m unsure about setting up ads manager for them... 1 step at a time for now though!
