Why does Facebook even have message requests?

I don't think Messenger works very well, particularly as a phone app. I've had times where people I've known have said they haven't seen a message request when I've sent a message. Or people will reply at some point in time and said they just saw it. Anyone on here have instances where the Messenger phone app didn't immediately show that a message request was there?
I'm not the only person who has complained about Messenger.
Why do message requests even exist? How about not having them and everyone just being able to message everyone and have it delivered straight to their inboxes?
Thoughts?
