Wanting to prepare for growth

Once I get an agency going, I am sure one of the first things that will be required is bringing on people to do the work because I focus heavily on sales. I have seen lots of people who proclaimed there skills and turned out terribly. Also a lot who refuse to do it according to my strategy. What has everyone's experience been hiring experienced people and/or people without experience but willing to learn?
