Is "Censorship" the same as adjusting algorithms?

Hi everyone, some news media outlets have started hopping on a bandwagon claiming that modifying search algorithms and suggestions are a type of censorship.
I wanted to get everyone's thoughts in a discussion on this.
I use an example talking about old SEO. Back in the day you just need to create a bunch of proxy sites linking back to your website to "hack" SEO. regardless of the quality of those sites it worked. Much like social media profiles today and hacking organic, viral reach.
