HALP: heading up a sad team

I’ve accepted a job as head of coming into an established 4pax team. The team is slightly under skilled for their titles (paid manager can’t / won’t use excel, content manager works solidly on organic for two clients and struggles) and the team itself has a lot of baggage from the previous manager. -they’ve not been able to talk with each other or others in the company to ask for help -when a mistake was made the mistake maker was dragged over hot coals and never able to live it down. And the likes.
I’m able to change roles and responsibilities, but I’d like to try to heel the team before I start changing things up.
My plan is to sit them down 1:1 and find out where they are, what they like / love / hate about their role, the company and the team, and collectively try to work together to fix things and develop them as social people.
What would you do?
Any advice welcome, thoughts on the above?
