Best days/times to post to instagram. Ok, but what time zone?

There are many many articles to be found that give very specific and particular advice on what days and at what times are best to post to instagram, facebook, etc for the most engagement and views. But I've never seen one of these articles mention time zone. Without discussing time zone does it not make your entire article a bit worthless? West coast or east coast USA? What if you are in Australia or somewhere in Europe or Japan? Surely you can't simply advise people that posting to instagram on Wednesday at 11AM is the best time because it is 11AM twenty four different times all around the world each day.
