Unable to follow new hashtags on IG, anyone ever had this happen, solutions?

Tried posting on r/Instagram but that sub is extremely dead and for some reason every new post is downvoted.
So for some reason, when I go to follow new hashtags, the blue button goes white then back blue and says “follow” again. It gives me recommended hashtags, but it won’t let me follow them. I’d like to engage with new ones since I’m a photography account, but not sure what’s going on. Wish they’d have a proper customer care team. Any idea why this is?
