Global pages and page merger not working

Hello, I am trying to either use global pages to manage different regional pages under a single coherent structure (but the global pages feature doesnt appear on settings) or to merge pages (applied several times already but nothing happened despite weeks and weeks passing). Would be very grateful if somebody could help meeting figure out why. Thanks!
