Usage rights for images/content shared on social

What is the legality of this? Are there implied usage rights on anything shared on social? I'm helping to create some social media sharing best practices for a nonprofit org and that frequently is tagged when their branded materials are photographed. (The org distributes materials and recipes to schools for healthy food in the cafeteria, and schools using the recipes, posters, etc often tag us, which is great.)
Is there a need to share a disclaimer about if someone tags us/uses hashtag/posts our stuff on social that we are free to repost or utilize that content? We want to be able to repost or use that content for our own social streams, occasional newsletters, possibly web photos (if high quality) and don't want to have to ask permission each time.
