Should I separate Ad Sets by countries because of spend? [Facebook Ads]

Hi,
My question is if I should separate countries like us, uk, ca, au into one group and in the other group put countries like poland, bulgaria, hungary.... or even india (just for example).

I don't know if Facebook will spend all money on countries where I will get most of results even if those link clicks or engagement are not quality as might be from other countries.
