Facebook + Instagram linked accounts is a MESS

I want to know if I'm just plain dumb because for the life of me can't make things straight between these two.
Exhibit a) One of my clients has a IG business account but it's linked to a FB page account with his own personal name. This was created automatically for him. He hires me and I create a FB page and can't find a way to link these too. All listed procedures fail. It cannot be unlinked from that original page.
Exhibit b) Another client got his IG PERSONAL account automatically linked to a FB account that he created for his business. How come?
I think this is super messy. The way both systems work is cumbersome. On FB you can create multiple pages with a FB account yet on IG the paradigm is completely different. You need a single account for each page. These difference makes all integrations a hot mess.
How do you overcome these challenges?
