Instagram account hacked. Need help.

So, it's a long story but I'll try to keep it short and clear as possible.
My girlfriend's dance group account had been hacked. At first, the account was blocked and neither they or the hacker had access to it. We contacted Instagram support and they wanted a photo that includes a hand-written copy of the code, along with her full name and Instagram username. Apart from that, they wanted her face also included in the picture which had to be in JPEG format. We did everything we had to and they let her access it somehow. However here comes the major spike. The hacker had managed to log in before they could & ofc Instagram thought that they had finally got access back to their account. But that's not the case. Instagram support provided sending a code via mobile or email to get access to the account. Whatsoever, that didn't do the trick since the hacker had managed to change the email and phone number of the account. Instagram won't bother answering us since they most likely believe that we've gotten our the account back. Therefore we're stuck and we do not know what to do.
I'm asking for help from this Reddit community since I know that the people in Reddit are intelligent and know how to deal with a lot of things such as this problem.
