Instagram missing features

Hey all, I recently took over a family friends Instagram account for their restaurant. It was one of those accounts that was created but nothing was ever posted on it and had like 20 random followers.
So first thing I tried to do was switch it to a business account to start running ads.
I tried creating 3 different promotions (just food photos) and all of them got disapproved.
I’m not able to follow any hashtags (the follow button isn’t there)
I’m also missing the “add post to story” when clicking on the paper airplane next to my own post.
Anyone else have a similar experience?
