High Facebook relevancy score but not spending budget?

I run social media ads for a small university. I have one ad that is for a specific master’s degree program that has a relevancy score of 9. It’s getting a good number of impressions, but has only spend about $200 in about 2 weeks. The overall budge for this ad is $1500 through The end of October.

A second example is for our Career Placement Office. I’m targeting to students, faculty, and alumni. I’m running a $300 ad for them, but it’s only spent $25 in 2 weeks. The ad has a relevancy score of 9 also. It’s gotten some quality results according to the pixel data, but I won’t spend their whole budget.

I’ve run lots of little ads like these before and I’ve not had this problem. Any suggestion as to why this might be? They’re niche ads that are for family specific types of people, but still...I’m a little concerned.
