Client doesn't want long form content but wants SMM

So I got a tech company's contract to work as a Social media marketer. The initial deal was they they'll make content for the blog and send it over and I'll promote that and keep the platforms active.
Now the client says he doesn't have the time to make blogs so he doesn't want to do that. It's a new tech company and I really believe they should have a blog to connect with people. It's important.
Without that I'm not sure how to go ahead with just social media because there won't be any larger matter the audience can go to. Maybe I can just do challenges and stuff but what are your thoughts?
What would you all do in this situation? Maybe keep the COA a landing page. Help me out please.
