Starting a new Facebook page & initial 'Likes'

I've just set up a Facebook page for a new website that I'll be launching in the coming weeks. I'm going to promote the page through FB Ads in order to get fans.
However, I don't want to start an Ad promotion on a page the only has less than 15 'Likes'. I can't ask my FB friends to like the page as the website isn't one that I want to share with the people I know just yet.
So I'd like to have some fans before I start promoting my page, 100 to 200 even. I was considering someone I found on Fiverr that can get me in the region of this amount of fans for $10. From our discussions they'd get these fans through sharing my page in various groups they are in. Now I am aware these won't be real fans, won't be engaging with my page. But I don't mind that. I'll be using Ads to target actual fans.
My question is, does Facebook have any policy against getting fans though gigs like the above? Or would doing this have an negative impact on my FB page, in terms of % of fans I'd reach with my future posts etc?
I'd probably also do something similar on Twitter and Instagram if there was no issue, but again just to emphasis it'd only be to give my pages an initial 'following'.
