What are the best optimizations for FB/ IG lead and conversion campaigns

I’m working on a project for a potential job. I’ve been given a raw data set that’s been manipulated. This report only contains ad name, imps, clicks, leads,cpl, conversions(subscriptions), cost per conversion, spend, and bid amount. I need to be able to identify performance trends based off of this and come up with optimization’s.
I noticed that the data had been manipulated in a way that shows that half the placements that were set on a conversion bid weren’t driving any conversion but were driving leads instead. What would be a way to optimize to actually deliver on our conversion objective?
