Can I switch 2 usernames on instagram?

I just changed one of my Instagram accounts names to that of my website. However for some reason it’s been shadow banned. I hadn’t even posted anything on this account yet.
My question is, if I change the name to something else, does the name of my website become available again? So say the name is websiteguy123, if I change that name to noname123, can I use another account to claim websiteguy123 (an account that isn’t shadowbanned). Then I can delete noname123 as I have no use for it.
