Geotargeting for organic Twitter content?

I was certain this wasn't possible until a contractor tried to convince me with this: http://www.adweek.com/digital/geo-target-tweets/
I can't find much more recent information and none of my clients use Spredfast but does anyone know if this capability (via Ads API) still exists?
We usually recommend against posting in multiple languages across timezones from a single handle, so if this was possible it would be an interesting thing for clients working in industries with heavy regs that vary by country.
