Building App Platform for Civil Discussion between Individuals with Opposing Opinions

I was sharing my opinion, via Facebook comment reply, of some view I held regarding a commonly debated topic in America when it dawned on me I've never seen an app or website that successfully caters to civil discourse or in depth discussion of simple differences in ideas and beliefs. I can clearly see the value in such a platform in our modern society, and I can picture a few basic features such a service would offer to those who aren't afraid to listen to someone they disagree with.
I'd like to hear what tools or functions you would want for something like this. Would people actually use it?
